Editorial comments
CISG article 54 refers to "any laws and regulations" rather than "any
relevant laws and regulations".  In all other respects, these articles are
identical.  The Secretariat Commentary on 1978 Draft article 50 should
therefore be relevant to the interpretation of CISG article 54.
