Editorial comments
CISG article 23 and 1978 Draft article 21 are identical except for the
substitution of the words "becomes effective" for the words "is effective". 
The Secretariat Commentary on 1978 Draft article 21 should therefore be
relevant to the interpretation of CISG article 23.
